Unloaded my 3PT hitch does not raise until I get to 3.5 on the lift. Is this normal or is there an adjustment?

It's probably normal. It's likely that the position below 3.5 is lower than the implement setting on the ground. It's not that the 3ph isn't lifting but that it's changing the position level until starts lifting the implement.
You actually want the position control to go fairly low or else the tractor will lift an implement when it goes over the tops of hills.
Adjustment can be made on many 3ph's because the lift arms are splined onto the rock-shaft. The arms can be removed on replaced with different alignments. There is a specific procedure for locating the arms on the shaft and I wouldn't change the adjustment unless there's a problem and then a procedure should be followed.
